National Road Board proposes regulatory instrument.
The National Road Board, CONAROUTE, on Tuesday October 29, rounded off the seventh series of conferences that have been running since August. As curtains dropped, participants proposed draft laws, decrees, and other regulatory texts that would be transmitted to the Prime Minister.
Their recommendations are geared towards curbing the increasing death rate caused by traffic accidents. Roads which should facilitate movements from one area to the other have seemingly become death traps. Statistics from the Ministry of Transport reveal that in 2017 alone, 2,344 accidents occurred, resulting in 937 deaths. More so, 64 percent of the accidents happened on tarred roads while earth roads accounted for 36 percent of the accidents. A majority of accidents in Cameroon happen along the Yaounde-Douala -Bafoussam -Yaounde triangle.
Chairing the closing at the Prime Minister’s office, Pascal Nguihe Kante saluted the different focal points. He said the Prime Minister is happy with the effort put in to develop the regulation that should go a long way to address the disturbing disorder that characterizes the road network. The Road Board members have developed a 20- point recommendation that addresses issues of road preservation, safety, and financing. Among these proposals, they have asked for the rehabilitation of the Road Fund. They say reshaping the fund to take the form of a Road Agency will go a long way to bring sanity in the sector. A Road Master Plan has also been included in the draft laws. The National Road Board members say the decentralisation of efforts would help quicken the drive to bring the desired order. They have recommended the creation of an Observatory for Abnormal practices. According to the proposals they have forwarded, municipal council members would be co-opted to form part of the observatory teams. The Road Protection Code had been highlighted as a key instrument in preserving the road infrastructure. The council members urged the government to collaborate with the governments of neighbouring countries to regulate the transportation of goods. And especially of heavy-duty trucks.
Speaking as he closed the sessions, the Deputy Secretary General at the Prime Minister’s office said “achieving this objective requires us to remain constantly alert, to inform actors of the major sector and to implement the recommendations that have been concluded here”.
