Lake Chad Basin: Stabilisation strategy explained.

The Executive Secretary of the Lake Chad Basin Commission, Mamman Nuhu who is on an information and awareness creation mission on the regional strategy to stabilize the Lake Chad Basin whose four member countries, Nigeria, Niger, Cameroon and Chad are affected by the War against the Boko Haram terrorist sect was at the National Assembly of Cameroon on October 30, 2019.

After discussions with the Senior Deputy Speaker of the National Assembly, Hon. Hilarion Etong, Mamman Nuhu disclosed to the press that the « strategy was drawn up and validated by the Council of Ministers of the Lake Chad Basin Commission in their meeting in Abuja, Nigeria on August 30, 2018. Since then, people are not aware of it. So we decided to go out and do a sensitization campaign to create awareness, to let our governments know that this document is there and awaiting their implementation.”

He further disclosed that “the strategy has nine pillars and based on them, the Governors of the eight affected Regions, state and provinces are supposed to develop territorial action plans on how to implement the nine pillars. “It is only after the action plans must have been developed that we will cost them, do a resource mobilization, go out and source for funding,” Mamman Nuhu explained.

He disclosed that within the framework of the strategy, the Lake Chad Basin Commission will continue to provide humanitarian assistance to the affected population.

However, he said, “The ultimate goal is development.”  This is because, if the root causes of the Boko Haram crisis are to be addressed, development should be the target, he said. Development will enable the people to take care of their lives by carrying out their livelihood activities.
