National Development Strategy: Government unveils Next Decade Vision.

The Prime Minister, Head of Government, His Excellency Joseph DION NGUTE, Thursday 28 November 2019 as from 2:00p.m chaired the Cabinet Meeting for the current month in the Prime Minister’s Office, which was attended by Ministers of State, Ministers, Ministers-Delegate and Secretaries of State.

Two items featured on the agenda:

Statement by the Minister of Economy, Planning and Regional Development on the theme” context, stakes, challenges and major guidelines of the 2020-2030 national development strategy”;
Supplementary statement by the Minister Delegate at the Ministry of Economy, Planning and Regional Development, in charge of planning on the theme “pillars of the 2020-2030 national development strategy and institutional mechanism to monitor its Implementation”.

At the end of the introductory statement by the Head of Government, the Minister of Economy, Planning and Regional Development first recalled that the first phase of Cameroon’s Development Vision by 2035 had been made operational through the Growth and Employment Strategy Paper (GESP), whose deadline is 31 December 2019. He then presented the participatory approach that had guided the development of the second phase of this Vision, before stressing that the evaluation of the GESP had highlighted encouraging progress in the implementation of certain sector based policies. However, the impact of the implementation of the GESP, in terms of improving the living conditions of the population, remains weakly felt, due in particular to the economic and financial situation that Central Africa has been experiencing for several years, the security crisis that has been raging in some regions of the country and the delays in the implementation of infrastructural projects. The Minister of Economy then presented the main orientations underlying the draft National Development Strategy for the period 2020-2030, namely the control of imports and the increase in the volume of exports; the promotion of a strategic and pragmatic State that sets up facilities in favour of the private sector and the improvement of planning processes. This strategy is guided by guiding principles including the maintenance of a stable macroeconomic framework, development planning aligned with decentraalisation, taking into account the specific needs of regions affected by security crises, harmonious, balanced and equitable development of the territory.

Finally, the Minister of Economy stated that in order to generate more dynamic and job-creating growth, the second phase of Cameroon’s Development Vision was structured around four main objectives, namely: (i) the creation of conditions conducive to increasing national wealth and intensifying the structural reforms necessary for the country’s industrialization; (ii) the improvement of people’s standard of living and their access to basic social services; (iii) the strengthening of measures for adaptation and mitigation of the effects of climate change in order to ensure sustainable and inclusive economic growth and social development; (iv) the improvement of governance to strengthen public policy performance. The Minister concluded his presentation by discussing some actions to be taken to achieve these objectives.

Complementing the first presentation, the Minister Delegate to the Minister of Economy, Planning and Regional Development focused on the four pillars of the draft National Development Strategy. The first pillar focuses on the structural transformation of the economy and focuses on accelerating industrialization. To this end, Government intends to develop productive infrastructure and boost the private sector. The second pillar deals with the development of human capital and focuses on education, training, access to basic social facilities, research and innovation.

The third pillar concerns the promotion of employment and economic integration.

Emphasis will be placed, inter alia, on promoting employment in public and rural investment projects, the development of small and medium-sized enterprises and improving mechanisms to support the youth. The fourth pillar concerns governance and strategic management of the State and focuses on issues related to the protection of human rights, decentralization and the improvement of the judicial system. Finally, the Minister Delegate presented the institutional framework for monitoring and evaluation and steering the National Development Strategy.

In the discussions that followed these two presentations, Members of Government made additional comments and contributions aimed at improving the content of the proposed strategy, as well as its implementation modalities. At the end of the discussions, the Prime Minister instructed the Minister of the Economy to finalise the 2020-2030 draft National Development Strategy, taking into account the proposals made, and to send him the revised version within the shortest possible time, with a view to its Validation by the President of the Republic. The Meeting was adjourned at 4:20pm.
