National Assembly: Bill to advance use of Official Languages under scrutiny.
A draft law that seeks to make the use of the two official Language in Cameroon (English and French) a matter of obligation, especially in official state business, is being scrutinised by lawmakers at the National Assembly.
The bill was tabled last Monday during a plenary session presided over by House Speaker, Hon Cavaye Yeguie Djibril. The bill, officials say, is in line with section (3) of the 1996 Constitution which states that “the official languages of the Republic of Cameroon shall be English and French, both languages having the same status”, and that “the state shall guarantee the promotion of the two languages throughout the country”.
The draft piece of legislation comes on the heels of recommendations of the Major National Dialogue which laid strong emphasis on the need to bolster the level of bilingualism in the conduct of official state duties by public office holders. Apart from enforcing the equal use of English and French in government Ministries and other state institutions, the bill also suggests the putting in place of a National Day of Bilingualism as well as the institution of an excellence award for Cameroonians who’ll distinguish themselves in both Languages especially in the discharge of official functions. The bill, if adopted, will be a welcome relief especially to Cameroonians of English Language expression who feel their first Language has often been relegated to the backburner in public affairs.
The move to introduce this legislation comes to add to a list of government’s efforts geared towards promoting the use of the country’s two official languages. It is the second big move in this light since the creation, in January 2017, of the National Commission for the Promotion of Bilingualism and Multiculturalism, whose role is also to ensure and foster the use of English and French in the conduct of official public functions.
Two other bills adopted
During the plenary session that saw the introduction of the Bill on the promotion of the two official languages in Cameroon, two other pieces of legislation which had been scrutinized were adopted. One of them is the Bill to authorize the President of the Republic to ratify amendment to statutes of the World Tourism Organisation. The Bill was adopted after it was defended by the Minister of state, Minister of Tourism and Leisure, Bello Bouba Maigari.
The other Bill adopted is the Settlement Bill of the Republic of Cameroon for the 2018 financial year.
