Inclusive primary education: Project launched to recruit 12,000 teachers.

The perennial problem of shortage of primary school teachers in Cameroon will soon be solved with the imminent recruitment of 12,000 Contract Grade One teachers between 2020 and 2023. This follows the official launching in Yaounde last week, of the Cameroon Education Reform Support Project, a World Bank funded initiative aimed at improving an equitable access to quality basic education with focus on some targeted disadvantaged areas of Cameroon. The event was chaired by the Minister of Basic Education, Laurent Serge Etoundi Ngoa, in the company of the Secretary of State in that Ministry, Vivian Asheri Kilo. The FCFA 64.4 billion project entails, among others, the recruitment of 12,000 Contract Grade One Teachers - that is 3,000 yearly from 2020 to 2023 -giving preference to schools in rural areas with a minimum of 100 pupils; the free distribution of 6 million core textbooks (English, French and Mathematics) to government primary schools to attain the 1-textbook-for-two-pupils ratio policy; the inception in the rural areas of new community pre-school centres in order to step up the number of pre-school children from 8,500 to 300,000; the training of 35,000 teachers to the rules of the new curricular; the support of refugee children and host population in government primary schools; and the introduction of performance-based financing in 3,000 primary schools in nine Regions of Cameroon with the exception of the South.

“This project initiated by the government of Cameroon seeks to bring definitive solutions to the problem of shortage of teachers in primary schools in Cameroon. The project also pays particular attention to the education of internally displaced pupils, refugees children and their host population. The reform of the curriculum is also taken into consideration,” said the Minister of Basic Education, Laurent Serge Etoundi Ngoa.

The project will be executed in four recipient Ministries namely: Basic Education, Secondary Education, Higher Education as well as Employment and Vocational Training. One focal point will be designated in the Ministry of Public Service and Administrative Reforms for the teachers’ contracting process. The Cameroon Education Reform Support Project is made up of three components. The first concerns the improvement to access, equitable and quality education management system. The second component is related to the improvement of learners’ school achievements through performance-based financing, while the third and final component concerns the institutional capacity building and program management for the best quality of service.
