Profession of Lawyers: Government improvement measures.
The Ministry of Justice is championing work on a draft bill to reform the Law of December 19, 1990 relating to the exercise of the profession of Lawyers in Cameroon.
The Minister Delegate at the Ministry of Justice, Jean de Dieu Momo, disclosed the information at the question time plenary sitting of the National Assembly chaired by the House Speaker. Hon. Cavaye Yeguie Djibril. The Minister Delegate at the Presidency in charge of Relations with the Assemblies, Wakata Bolvine, was present for the plenary sitting.
On behalf of the Minister of State, Minister of Justice and Keeper of the Seals, Laurent Esso who later on joined the plenary sitting, Minister Momo answered questions asked by Hon. Mbiam Emmaunel. The MP wanted to know the measures the Minister intends to propose to government in the near future to improve the condition for the exercise of the profession of lawyers. In the question he highlighted lack of follow-up of pupil barristers, pauperization of its members, absence of location of lawyers’ firms, disorganized exercise of the profession in gross violation of ethics, excessive politicization of the National Bar and the approximate professional practice by young lawyers before the Supreme Court.
Minister Momo said the working group in charge of elaborating the draft bill on the reform is exploring the difficulties and other hurdles faced by lawyers in order to propose short-term, midterm and long-term measures. He said the draft bill being prepared by experts from related professions would be forwarded to hierarchy for action. He revealed that there were over 4, 000 lawyers in Cameroon today. As to the profession, the minister stressed that lawyers were auxiliaries of justice and their mission is to accompany the judicial powers in the public service function to consolidate the State of law.
Concerning the training of pupil barristers, he said that for now the training are under the Bar. He expressed hopes that the Major National Dialogue would help in the training.
