Penitentiary officials strategis.

Following the memo sent to the ten Regional Delegates of Penitentiary Administration and the Presidents of the Courts of Appeal to take necessary measures to fast track judicial proceedings as part of the measures to decongest prison facilities, the Minister of Justice Laurent Esso, has again called on the stakeholders of the domain to spare no efforts at embracing new strategies of attaining the same objective. He made the call while unveiling the modus operandi for the heads of the Courts and Regional Delegates during their annual meeting that held on December 16, 2019 in Yaounde. The penitentiary stakeholders definitely want to reverse the trend and curb the delays witnessed in judicial proceedings.

Over-crowded prison facilities became the key issue deliberated upon at the penitentiary administration annual meeting that held at the cabinet of the Ministry of Justice. The working sessions were chaired by the Minister of State, Minister of Justice and Keeper of Seals, Laurent Esso.

In his opening remarks, the Minister noted that if the delay in judicial proceedings persists, it is because the solutions proffered by judicial practice have proven insufficient. He said the situation has even led to a consideration on the imminent amendments of the Criminal Procedure Code. Last Monday’s meeting was an opportunity for the Presidents of the Courts of Appeal and Regional Delegates to share experiences and notes from their field work in order to move closer to the solution.

Participants also discussed the “role of the Justice Ministry in the conduct of the legislative and municipal elections” of February 9, 2020. In this regard, Laurent Esso said “their service is called upon to ensure the smooth running of preparatory operations as well as those related to the vote itself.” The Minister of State, Minister of Justice observed that the judicial proceedings connected to the upcoming elections will be handled by Clément Atangana, a seasoned Magistrate, and former President of the Administrative Bench of the Supreme Court, who now mans the Constitutional Council. They also discussed “the investigation of habeas corpus procedures”. The Attorney General of the Supreme Court, Luc Ndjodo, used the forum to revisit the twists and turns of judicial procedures which often go longer than it should.
