NCHRF Chairman says budget grossly insufficient for activities.
The National Commission on Human Rights and Freedoms (NCHRF) would love to do more to promote human rights in Cameroon but its budget is grossly insufficient to carry out its activities.
The regret was expressed by the Chairman of the National Commission on Human Rights and Freedoms, Dr. Chemuta Divine Banda, in Yaounde on Monday, January 13, 2020, while chairing the 27th ordinary session of the commission, devoted to the examination and adoption of the 2019 annual report, as well as the programme of work and the budget for 2020.
It emerged from the session that the National Commission on Humans Rights and Freedoms will run on a budget of FCFA one billion and forty-six million (FCFA 1,046,000,000), a sum which the chairman, Dr. Chemuta Divine Banda said, would be grossly insufficient to carry out human rights promotion and protection activities.
The commission therefore urged the State to facilitate the assignment given to it, especially as the new law has expanded its scope of action, enabling it to function as the National Preventive Mechanism against Torture.
“We succeeded to a good extent in building up the institutional capacity and inculcating a human rights culture in the population of Cameroon in 2019. The human rights Language is on every lip and people are increasingly claiming their rights,” said Chemuta Divine Banda.
However, the Chairman noted with regret, that human rights violations still occurred in the trouble-stricken Far North, North West and South West Regions of the country.
That notwithstanding the commission has lauded the government for the success of the Major National Dialogue, saying the recommendations arrived at the conference would temper the situation of citizens to better enjoy basic human rights. The NCHRF also praised the State for the numerous actions taken to strengthen Cameroon’s legislation, notably the modifications on the Penal Code to criminalise hate speech, and the law on the General Code on Decentralization. This legislative arsenal, according to the National Commission on Human Rights and Freedoms, will go a long way in impacting on the human rights of citizens.
Dr Chemuta Banda called on the government and political parties to create the necessary conditions for peace to reign before, during and after the February 9 legislative and municipal elections in Cameroon. Political parties were encouraged to raise the needed enthusiasm in voters, while the government was expected to facilitate procedures so as to provide opportunities for fair competition.
