On January 28, Paul Atanga Nji, Minister of Territorial administration, announced the release of public financing for the electoral campaigns in the framework of the municipal and legislative elections to be held on February 9, 2020.
The volume of funds released to political parties in the race is fixed at 1.7 billion FCFA, but only 850 million FCFA was distributed last Wednesday in the first installment. It was done proportionally to the lists presented by each political party.
The second instalment will be disbursed after the results of the elections, proportionally to the number of seats obtained in towns and the national assembly by each political party in the race.
The Ministry of Territorial Administration was like a beehive on 28 January 2020 as leaders or representatives of the said parties running for the February 9 race stormed the premises to cash out their money.
In a press briefing that preceded the payment exercise, the Minister of Territorial Administration, Paul Atanga Nji, announced that the sum of 850 million FCFA, which constitutes the first part of the payment, has been made available to the parties. This, he said, is in accordance with section 285 of the electoral law which stipulates that the public funds earmarked to support the campaign of political parties shall be shared in two equal parts among the political parties taking part in the election. The money is shared in relation to the total number of approved lists of each party for both elections. The remainder of it (another 850 million FCFA), the Minister added, will be paid out to the parties after the publication of results of the February polls, and in respect of the number of seats won by each party.
Minister Atanga Nji urged the political party leaders to use the money strictly for the purpose for which it is intended, reminding them that it is public money whose spending has to be accounted for, according to the rules and regulations in force.
Wednesday’s disbursement of the campaign money was hailed by some of the political parties as a welcome relief, even though tongues had started wagging with regard to what may become of the contesting candidates. Some of them who spoke to Cameroon Insider praised government for the support and said it would go a long way in supporting them run their campaigns. Others said they wished the amount were bigger.
Government subvention for election campaign activities is provided for by the country’s electoral law. Section 284(1) says “the State shall contribute to the funding of election campaigns by defraying some expenses of political parties or candidates.” Paragraph two of the section says the State’s contribution in respect of the expenses referred to in sub-section one shall be included in the finance law of every election and referendum year.
