The annual conference of the Senior Officials of the Central, Devolved and Decentralized Services of the Ministry of Finance ended in Yaounde, last Friday, 31 January, 2020 with a call by Louis Paul Motaze, Finance Minister, for the optimization of the Treasury Single Account for the success of decentralization which will create room for a sustainable economy that can break down poverty and boost public investments and development in all aspects.
His call came hard on the heels of the presentation of a positive balance sheet of the ministry in 2019 by Gilbert Didier Edoa, Secretary General.
The conference had as theme “Fiscal consolidation and economic recovery in a context to speed up the implementation of decentralization”.
The Finance Minister said he believed the commitment of his staff is a component of what it takes to build the economy of Cameroon while activating a financially inclusive society.
He said since 2014 Cameroon has witnessed public finances constraints as a result of double economic and security shocks. “Our objective of budgetary consolidation is aimed at reducing and maintaining budgetary deficit below 3% of the GDP”,said the Minister in his speech.
Prior to the New Year’s wishes ceremony last Friday, some members of staff of MINFI were decorated with medals of honour as an encouragement for their commitment in their functions.
The Secretary General of the Ministry then led staff of the ministry to shake hands with the Minister and Minister Delegate, Yaouba Abdoulaye. Members of staff of the devolved and external services, led by their bosses, then followed suit. Minister Motaze received New Year wishes while celebrating his birthday.
At the opening ceremony on 30 January 2020 chaired by the Minister Delegate at the Ministry of Finance, Yaouba Abdoulaye, he said that the theme was inspired by the head of state’s speech on 31 December 2019 which recalled the objective of growth by 2035 while urging each and sundry to redouble efforts to remain on the path of economic recovery.
The conference gave the participants an opportunity to look at the failures of the past and fine tune strategies to better the future.
The first day of the conference was marked by round table during which two major presentations were delivered by the Director of the Treasury, Tela Samuel, on “Modernisation of the Single Account and Financing of Decentralization”, and Nomo Maximilien, research officer at the Directorate General of Taxes on “Dematerialisation of procedures and optimization of budget and local revenue”. A 5-man panel, chaired by Gilbert Didier Edoa, SG at MINFI, threw more light on the two presentations. The other four members of the panel were Moh Sylvester Tanghongo, Director General of the Treasury; Mopa Modeste Fatoing, Director General of Taxation; David Abouem A Tchoyi, former minister and consultant on decentralization; and Prof. Jean Claude Leuwe, Inspector General at the Ministry of Decentralisation and Local Government (MINDDEVEL).
