9 February 2020 polls: ELECAM delivers despite challenges!
The February 9 legislative and municipal elections is another glaring litmus test, that has once more demonstrated the professional zest and dynamic abilities of the President of the Electoral Board of ELECAM, Mr.Enow Abrams EGBE, and its Managing Director Dr. Erik Essousse.
Elections Cameroon, charged with the organization of elections and referendums in the country, was in the spotlight just few months after its creation over the battle for leadership and control between its Electoral Board and Directorate General. ELECAM suffered considerably as a result of negative press reports about the leadership battle pitting its pioneer Managing Director, Sani Tanimou and Chairman of the Electoral Board Dr. Fonkam AZU’U Samuel. The two were viciously at daggers drawn. The war of the leadership and control of activities and finances of ELECAM was so ferocious and glaringly feasible to the extent that the Presidency of the Republic had to intervene to quench the wild flames ignited as a result of the growing conflict.
ELECAM was conspicuously polarized into two rival camps between the Directorate General and the Electoral Board. In order to ease the growing tension that was already assuming disturbing proportions, President Biya fired the Director General Sani Tanimou, who was replaced by another northerner in the name of Abdoulaye Babale, who has been an acolyte of Head of State for many decades.
Under the reign of Babale, acts of insubordination, arrogance, professional incompetence as well as corruption still persisted in an alarming proportion.
Political pundits have it that ELECAM has managed to regain its aura, confidence and professional maturity with the appointment of Dr. Erik Essousse as General Manager and Mr. Enow Abrams Egbe as Board chair.
Both men have been able to first of all pacify the structure by bridging the gap between the two arms. The dichotomy that existed between the Electoral Board and the Directorate General of Elections as a result of a ferocious battle of egos between the former authorities has been curtailed.
This conviviality and camaraderie amongst the two arms of ELECAM is so glaring to the eyes of Cameroonians. This has led to the organization of credible and uncontested elections with much appreciation, not only within the country but from international communities.
The President of the Electoral Board of ELECAM, Mr. Enow Abrams, is a no- nonsense seasoned administrator from ENAM with unique professional zest. He has criss-crossed some Regions of the country as Governor.
Dr. Erik Essousse, Managing Director of ELECAM, is an ardent and experienced gentleman in Electoral matters who is known by many circles to have been at the centre of the machinery of ELECAM, at the time he served the structure as Deputy Managing Director.
The March 2017 Senate Elections, the Presidential Elections of 2018, and the recent legislative and municipal elections, show proof of good management by Erik and Abrams. There has been the availability of electoral materials at all polling stations, workers treated with much respect and care.
To further demonstrate the professional shrewdness of these two gentlemen, they intelligently carved certain polling stations into polling centers in the restive Anglophone Regions in order to facilitate voting and to curb the insecurity challenges in these Regions.
The February 9 twin elections that were organized within a special context have started receiving a battery of positive appreciations from both within Cameroon and the international communities. The African Union in its preliminary remarks has told the world of a formidable job done by ELECAM, although the low participation rate according to them was not a far-fetched issue. The Cameroon Episcopal Council has also made some positive remarks on the general conduct of the Elections, though also highlighting some hitches.
It should be noted with keenness that it is not ELECAM that is responsible for the security of Cameroonians at polling stations and the full participation of voters in the electoral process is equally the responsibility of all the political parties involved in the electoral process in the country.
