Government tasks MINAC to support artists but stop subventions.
Minister Bidoung, his collaborators and promoters in the arts and cultural sectors.
The Minister of Arts and Culture, Ismael Bidoung Mkpwatt has held a meeting with Artists and Cultural Promoters to talk about the new provisions and the functioning of the Special Allocation Account for the Support of Cultural Policy in Cameroon.
This took place on Monday 9, March 2020 at the National Museum hall.
The new provisions align with the 2018 Finance law which switched off government support through subventions but gave ministries a heavy task to fund their own accounts for their own activities. This case is not different with the Ministry of Arts and Culture which is now supposed to be looking for funds to support artists and others in the cultural sector.
Talking to Artist and Cultural promoters during the meeting, Minister Bidoung Mkpwatt urged those in the sector to fully engage in the application of the new provisions of the Special Allocation Account for the Support of Cultural Policy.
In an interview with Ernestine Lukong, Sub-Director of National Archives, she spoke about the new paradigm shift emanating from the provisions.
"It is about a new trust fund for cultural policy. At first the account was being furnished by subventions from government annually. This time the Finance Law of 2018 stipulates that each Ministry should be able to furnish its account. So they have identified areas where the Ministry of Arts and Culture can get funds that can furnish this account. They will use this for the development of the sector. Usually we use this account following request from artists and cultural operators. When they forward their requests there is a commission for arts and letters that sits to look into them and see those that are eligible to this subvention", she said.
However, some emergencies emanated as MINAC searches for funds for this account. The deteriorating poor health of some Artists like Mama Ngea and some who died like Ntoumba Minka.
The Minister with special instructions from his boss made available some envelopes to support the artists in poor health and the families of those who have died.
Teams have been formed to pay visits to families of some of the artists who died and also to those who are critically sick, such that the support of the cultural family in Cameroon can depict the solidarity in the sector.
On the other hand, the cultural sector has been built up in a Federation with over 24 federations envisaged. This is done to ease coordination and support in the cultural and artistic sectors.
