Major National Dialogue: Biya stuns critics; creates Committee for follow up and implementation of Resolutions.
Cameroonians have been acerbic critics of the Major National Dialogue (MND) on the Anglophone crisis that held from 29 September to 4 October 2019. They see the resolutions taken at that momentous gathering as a catalogue of good intentions.
Perhaps it is in response to these criticisms that President Paul Biya on Monday March 23, 2020 signed a decree creating a committee charged with the follow-up of the implementation of the recommendations of the Major National Dialogue.
The committee has been placed under the authority of the Prime Minister – Head of Government, Chief Dr Joseph Dion Ngute.
The committee is charged with the follow-up of the recommendations as approved by the President of the Republic.
It is also expected to take necessary orientations towards the implementation of the recommendations of the Major National Dialogue held in Yaoundé from the September 30 to October 4, 2019.
The follow-up committee will also prescribe measures that seek to mobilize Cameroonians in the country and abroad to be implicated in the construction of peace and national development.
It will also receive ideas and suggestions that are susceptible to facilitate the implementation of the recommendations.
Furthermore, it will execute all other specific missions assigned by the President of the Republic.
Functioning of the Committee
The committee is expected to meet once every semester and upon convocation by its President.
The Committee deliberates when a quorum of 2/3 of members are present.
Decisions are taken through a simple majority of members present and in case of equal votes the decision of the president is taken.
The committee can solicit the expertise of individuals to follow up the implementation of recommendations of the Major National Dialogue
Structure of the Committee
The committee is headed by the Prime Minister – Head of Government.
Its members are:
The President of the National Commission for Bilingualism and Multiculturalism,
The metropolitan Archbishop of Yaoundé,
The Archbishop Emeritus of Douala,
The President of the National Youth Council,
Two representatives of the Catholic Church from the Bamenda Ecclesiastical province.
A representative of the Presbyterian Church in Cameroon,
A representative of the Cameroon Baptist Convention,
Two representatives of the Muslim Community from the North West and the South West regions,
A representative of the association of women of the North West and South West,
Three representatives of the diaspora,
Four representatives of the civil society.
The Committee is assisted by a secretariat and a technical committee composed of a representative of each of the eight committees of the Major National Dialogue appointed by the text of the Prime Minister.
