Experts call for revision of 2020 finance law.

The Analysis and Research Centre for Economic and Social Policy says a revision of the 2020 finance law is required to cushion the impact of Covid-19 on the economy.

In a recent report, the centre said the economic model of the country needs to be reshaped to respond to the crisis. The institution recommended that this could be done by setting up some basic strong and solid structures. If officials fail to think out of the box and continue to do things the way it is done now, “ the expected revenue from domestic and external borrowings will not be realised”. It says there is every indication that changes are required. “it is clear that the budget allocation of the Department of Public Health will be far exceeded. A budgetary collective is therefore needed to enable the government to cope with this crisis situation”, part of the report read.

Sources say the Ministry of Finance is not unaware of this as a team is already finalising work on a proposal. In a pre-report observation, the analyses and research centre already hinted that the government needed to let their creditors know that repayment deadlines are not likely to be respected. “International Development Partners such as the G20 and the IMF backed by France and the AU Commission, seem to support our proposal”, the centre reports. It adds that since Cameroon is not among the 25 poorest countries, it should submit a file, which in principle will be considered by the IMF’s Board of Directors for a concessional loan with flexible disbursement terms. Since travel is greatly limited, the centre says the pandemic offers a rare opportunity for locally made products to soar. “Evidence has been given that there is a beneficial effect of Covid-19 in some of the sectors that should get stronger with the situation. And they could consolidate their growth after the crisis. The sectors concerned are the textile, chemical, plastic and even pharmaceutical industries”, says the report.
