CONSUPE raises need for transparency in extractive industries.
So much is generated from the mining and petroleum sectors in Francophone Africa but countries benefit almost absolutely nothing. This was the reason behind the workshop organized by the Supreme State Audit and its partners at Hilton Hotel on Friday, 28 June 2019.
The focus was on Francophone Africa believed to be the sub region of the continent rich in mining and petroleum potentials. These sectors, despite the heavy revenue they generate, are still not being beneficial to the states as they function without transparency.
The project financed by the World Bank to send people to the field to collect relevant data that can help empower the state institutions to conduct checks and ensure transparency is therefore a stitch in time with respect to the report.
“The report contains observations that have been on the field from the managerial aspects and documentations so this report will then contain what is really happening in the field. Practice on the field and the weaknesses on the field so that other supreme audit institutions that get this report can be encouraged to send teams on the field”, said Mme Rose Mbah Acha Fomundam, Minister Delegate at the Presidency in charge of Supreme State Audit.
The Director of World Bank in Cameroon, Elisabeth Huybens, said there is need to train independent institutions in Francophone Africa. According to her, this is important because these institutions build a pillar of accountability of the state.
“So these independent control institutions control the proper receipt of revenue and proper expenditures and in the case of countries like many central African countries that have important oil and mining sectors. It is important that these independent control structures have the capacity in the mining and petroleum sectors. And through the training that we have financed by way of creating the independent control institutions now have the capacity to conduct the proper budget of the mining sector”, said Elisabeth Huybens.
The report is therefore expected to equip technicians from CONSUPE such that their missions to the field can provide better strategies that can enable the state to benefit from the extractive industries.
