New dawn for LANAVET, ARMP.

 

President Paul Biya has injected a fresh impetus at the helm of the National Veterinary Laboratory (LANAVET) and the Public Contracts Regulatory Agency (ARMP). This is through the signing of decrees on Monday, May 11, 2020, appointing new officials at the head of these structures. In one of the decrees, Mr MoussaYaya has been appointed Chairperson of the Board of Directors of the National Veterinary Laboratory (LANAVET), while Mr Wade Abel has been appointed the Director General of the structure.

In a separate decree signed same day, the Head of State has appointed Mr Aliou Dewa as the Chairperson of the Board of Directors of the Public Contracts Regulatory Agency, abbreviated ARMP.

The appointment of these new officials certainly ushers in a new dawn for the National Veterinary Laboratory and the Public Contracts Regulatory Agency, especially given the crucial role these structures are expected to play in Cameroon’s economy.

Created by a Presidential Decree on 8th October 1983, the National Veterinary Laboratory (LANAVET) is a Cameroon State-owned company technically supervised by the Ministry of Livestock, Fisheries and Animal Industries and is under the financial authority of the Ministry of Finance. Its scope of activities include - production and sale of vaccines and medicines, analysis of biological samples for diagnosis, study of animals diseases, animal diseases surveillance, training of senior staff and technicians, as well as scientific collaboration with national and international organizations. As the new Director General of LANAVET, Mr Wade Abel is expected to strive to achieve these lofty goals, with the managerial support of Mr Moussa Yaya - the new Chairperson of the Board of Directors. As a researcher in animal production and health, Mr Wade Abel is an old broom at LANAVET, having joined the structure in 2002 as staff of the Veterinary vaccine production in Garoua prior to serving as consultant at veterinary clinics with specialty in management of outbreaks and field survey in Garoua. An indigene of the Far North Region of Cameroon, Mr Wade Abel holds a Master’s Degree in Veterinary Sciences and is a PhD candidate in Microbiology at the University of Yaoundé 1.

The new Chairperson of the Board of Directors of LANAVET, Dr MoussaYaya hails from the Adamawa Region. He has been the Divisional Delegate for Livestock, Fisheries and Animal Husbandry for close to fifteen years in the Adamawa and West Regions before being elevated to a Regional Delegate. Dr Moussa Yaya was trained in veterinary medicines at the Russian Academy of State agrarian medicine.

Create by a Presidential Decree on February 23, 2001, the Public Contracts Regulatory Agency (ARMP) is a public administrative establishment with its own legal personality and financial autonomy and placed under the trusteeship of the President of the Republic. The ARMP oversees regulation, follow-ups and evaluation of the public contracts sector specifically with regard to contributing to training and informing those in the systems on regulations and applicable procedures in public contracts. The new Chairman of the Board of Directors of the Public Contracts Regulatory Agency, Mr Aliou Dewa,  is also an old broom in the field. An indigene of Mayo Banyo Division in the Adamawa Region, Mr Aliou Dewa is a senior civil administrator having graduated from the National School of Administration and Judiciary (ENAM) since 2000. He has served as Director of General Administration in the Ministry of Public Contracts.
