MPs trained on public policies, budgetary reforms.
Some 101 lawmakers of Cameroon’s Lower House of Parliament have upgraded their skills on the reforms inherent in public finances in Cameroon as well as the orientations of the government’s economic policy in the medium and long terms.
This was during a two-day seminar organized by the National Assembly with inputs from experts from the Ministry of Finance and that of the Economy, Planning and Regional Development that took place at the Yaounde Conference Centre mid last week.
The seminar was informed by the fact that MPs of Cameroon’s 10th legislature resumed work after the presentation of government’s economic, social and cultural program and the adoption of the finance law for the year 2020. The confab was thus intended to keep them abreast with public policies, major budgetary guidelines and major development projects and reform of public finances.
Opening the seminar, the Speaker of the National Assembly, Honourable Cavaye Yéguié Djibril, reminded the MPs that far from “legislating and controlling government action”, their role also entails “analyzing, commenting, criticizing, objecting, suggesting” issues that touch on the life of the nation. For, as the House Speaker said: “The National Assembly is not only a place of criticism. It is also and above all a place where the strength of the proposals of elected officials is manifested. The fertile spirit of the people in their aspirations must serve as leverage to enrich the debate on strategic directions in nation building.”
The seminar was being organized against the backdrop of the examination of some five bills tabled before MPs by government. The first four bills were tabled on Monday, June 15, 2020, during a plenary sitting chaired by the House Speaker, Cavaye Yeguie Djibril. The fifth bill on the ratification of the ordinance of June 3, 2020, modifying and completing some provisions of the law of December 24, 2019, on the 2020 finance law, was tabled on Wednesday, June 17, 2020. The first four bills that include: The bill to authorize the President of the Republic to ratify the statute of the Women Development Organisation in the Member States of the Organisation of the Islamic Conference; the bill to authorize the President of the Republic to proceed with Cameroon’s accession to the agreement of the Conservation of Gorillas and their Habitats, adopted in Paris (France) on 26 October 2007; the bill to authorize the President of the Republic to ratify the Protocol to eliminate illicit trade in the tobacco products; and the bill to regulate statistical activity in Cameroon were defended by the various ministers concerned on Tuesday, June 16, 2020 before Members of the Foreign Affairs Committee of the National Assembly.
The ratification of the bill on the statute of the Women Development Organisation in the Member States of the Organisation of the Islamic Conference which Cameroon signed in Dhaka, Bangladesh on May 6, 2018, is expected to strengthen Cameroon’s commitment to women’s empowerment and consolidate its status as Champion of women’s cause.
Cameroon’s accession to the agreement of the Conservation of Gorillas and their Habitats, adopted in Paris (France) on 26 October 2007, according to the explanatory note of the bill, will enable the country to benefit from the support of international partners in the implementation of measures intended to prevent human-gorilla conflicts through appropriate land-use planning as well as enable Cameroon to benefit from cooperation in research and monitoring as part of efforts to control and prevent some infectious diseases such as Ebola.
The ratification the protocol to eliminate illicit trade in tobacco products will enable Cameroon to benefit from international multisectoral assistance in this regard spanning from the cultivation, to the transportation, manufacture, storage and distribution of tobacco.
