New twist to CUIB Crisis: Court issues restraining order against Mgr. Bibi!

Those who thought Father George Nkeze Jingwa will give up his bid for the control of the Catholic University Institute of Buea (CUIB) without a fight were mistaken.

The clergyman who has reigned supreme over that institution virtually turning it to his private estate has disobeyed his hierarchy by seeking a restraining order against Mgr Bibi Michael who had him replaced at the helm of CUIB by Prof. Julius Ngoh in a recent appointment.

Hurt by that decision, Nkeze got the Board of Trustees of CUIB to seek redress in court.

In a ruling delivered in open court on 23 June, 2020, by Magistrate Denis A Mbonifor, he declared that the aggrieved party would be prejudiced should Mgr. Bibi implement the decision sacking Nkeze who had been holding a series of meetings with the Board of Trustees and was on the verge of implementing the reforms they proposed.

“ I hold that substantial justice demands that this court restrains the respondent from implementing the said decision until the originating process is heard.

“ I find that the said application grounded both in fact and law.

“It is accordingly granted in its entirety pursuant to the provisions of Section 18 of Law No 2006/015 of the 29^th December 2006 on Judicial Organisation as amended by Law No 2011/027 of the 14^th of December 2011 and Order 34 Rule 9 of the Supreme Court Civil Procedure Rules Cap 211,” Mbonifor ruled.

The ruling does not mean victory for Fr. Nkeze. Hearing on the substantive matter will have to be heard with the opinion of the Vatican expected to be capital.

North West Region counts 409 Cases.

As at June 23rd, 2020 the North West region counts 409 coronavirus cases out of the over 12000 COVID-19 cases in Cameroon.

In the region, 86 have recovered and 45 have reportedly died.

Dr. Kingsley Che Soh, North West regional delegate of public health, made official these statistics in a communique a medium which has since been the order of proclamation by the health official.

Officials say the increased number of cases in the past eight days is as a result of massive testing with the Rapid Diagnostic Test kits used in health facilities and temporary sites put in place in communities.

Out of the 19 health districts in the region COVID-19 cases have been discovered in 10: 5 cases in Bali health district, 52 in Fundong , 4 in Mbengwi , 1 in Ndop , 6 in Santa , 4 in Tubah , 2 in Wum , 2 in Kumbo and 4 imported to the region.

According to the document, sixteen are hospitalised, 4 serious cases have been placed on oxygen, 7 in quarantine centres and 158 others are at home.

Despite this, just 12 out of 19 health districts are conducting the tests contrary to a previous declaration through the regions health boss intimating a rapid testing to be done in all health districts.

It should be recalled here than 9 out of 23 health facilities have been equipped for the purpose of treatment with fourteen others to start as soon as a case is identified in their health district.

Following a pause of screening exercise at the entrance to the North West from the West region, community health workers and Red Cross volunteers will resume testing in Santa, a gateway to the region come June 25.

According to health officials, the respect of COVID-19 barrier measures like; regular washing of hands, wearing of face masks while in public places and respect of physical distancing are imperative.
