Optimising state investments: MINEPAT dispatches control teams to 10 regions.
In a bid to optimize state investments, and in conformity with the logic of performance-based budgeting,the Minister of Economy, Planning and regional Development (MINEPAT), Alamine Ousmane Mey, has dispatched control brigades to the ten regions since 20 June. Their task is to control the physical realizations of public investment programmes and projects on the 2020 state budget. They are benefitting from the technical support of MINEE, MINCAF, MINEPAT, MINDUH, MINSANTE and MINFI.
It is expected that by putting in place an alert system of public investment control, there will be less and less badly executed and abandoned projects and information on the execution of projects will be available in good time, a document from the communication department states.
It should be recalled that the execution of 2020 Public Investment Budget (PIB) comes within the backdrop of the completion of the Economic Financial Programme concluded with the IMF in 2017 which led to a drop of the PIB by 1.2?tween 2019 and 2020. Due to this budgetary constraint and in a bid to maintain growth which is influenced by investment, it became imperative for the state to ensure that projects on the BIP are executed in strict respect of budgetary principles and the exigencies of quality.
The ongoing control will take into consideration the 2018, 2019 and 2020 financial years.
It emerged from previous controls of some 945 projects from between March 2018 and January 2019 that 20 projects were abandoned; 90 received but having irregularities; 45 stopped; 90 being executed without respecting deadlines due to lack of technical knowhow and insufficient financial resources from the contractor. Also 35 projects did not take off for either absence of a site or unsuccessful calls for tender.
The good news is that up to 525 were executed in conformity with the rules.
