Biya gives guidelines for 2021 budget drafting.

The head of state gave the guidelines in an 86-point circular signed on Friday July 10.

President Paul Biya has given a detailed orientation on how the 2021 State budget should be prepared.

The orientation, which factors in several aspects relating to public expenditure and investment is intended to help in the preparation of a budget that will allow for the country to meet its economic targets despite the ravages caused by the coronavirus pandemic as well as other global socio economic difficulties.

The presidential circular, among other things, highlights areas they should enjoy priority spending and also underlines that emphasis must be laid in the putting into action of political, socio-economic, social and cultural reforms of the country in line with the National Development Strategy which will help operationalize the second phase of the 2035 emergence vision.

 According to the circular, the budget should be prepared in such a way as to reinforce the country’s resilience to be able to cope with certain external economic shocks, reinforce social cohesion and accelerate the decentralization process, and consolidate the gains of the Economic and Financial Programme supported by the International Monetary Fund and other International development partners.

The Head of State has thus called on the Prime Minister, the Minister of Finance and the Economy, Planning and Regional Development, to each in their respective domains, ensure the full implementation of these directives, to which he said he attaches a lot of importance.
