Seven councils get special funding.

When implementation begins, the FCFA two billion projects will generate some 1, 700 direct and indirect jobs.

Within the framework of the Labour intensive Approach (HIMO), the Minister of the Economy, Planning and Regional Development, Alamine Ousamane Mey, has, on behalf of the government, signed conventions with some seven local councils. The agreements were signed on Wednesday July 8, 2020 in Yaounde. The seven beneficiary councils represented by their mayors included; Kumba, Mbey, Ngoura, Matomb, Bafoussam II, Melong and Akom II.

The seven councils will receive up to FCFA two billion as funding for local projects that will be executed by local inhabitants. In the Kumba Council, for instance, the funding will facilitate the cleaning of gutters, the maintenance of the city’s green garden, and the redirection of a water course as well as the construction of stores. In other communities, the money will be used to construct classrooms, toilets, shops, to name but these. The Labour intensive approach is in its pilot phase and should be replicated in several other communities in the future, should the results continue to be positive.

Minister Alamine Ousmane Mey used the event to commend the results that have already been achieved, in other areas, using the same approach.

He said the councils selected have a huge potential to realise the selected projects, using local materials, local labour and improving the standards of living for people at the local level.

“We are expecting 1, 700 new jobs created through this level and we believe that using local material and labour, we will be injecting some resources into the communities. We are expecting economic activities to grow locally and this will certainly contribute to development at the local level”, the Minister said. The policy, by the Head of State, to accelerate decentralization, is a reality, Minister Alamine Mey said.

He added that this is coming through live, thanks to support from the central government, budget allocation and the transfer of competences. “Job creation is what most Cameroonians are expecting and this is happening at the grassroots and it will certainly help the nation to move towards the emergent state”, the Minister concluded.

Ngoh Nkelle, Mayor of the Kumba Council, said some 500 young Cameroonians had benefitted from the first phase of the project in his municipality. “500 youth had benefitted from the HIMO project and they are there, anxiously waiting for an opportunity for the HIMO project to come again. We will continue doing just what we have been doing”, stated Ngoh Nkelle.
