NASLA’S organizational chart now complete
NASLA’S organizational chart now complete.
The operational structure of the National School of Local Administration, abbreviated as NASLA, is now complete. Mr Mouther Ousmane Mey was on August 11 appointed the pioneer Board Chair of NASLA. The next day, another Presidential Decree appointed members of the Board of Directors of the National School of Local Administration. A presidential decree on March 2, 2020 laid down the establishment, organization and functioning of NASLA as “ …the administration of Local Councils, Regions, and say other decentralized entity as well as their establishment, trade unions and Associations.”
The decree also entrusted NASLA to “ensure professional training in areas of local administration, in accordance with the general guidelines defined by the government.”
The Presidential decree appointing Mr Mouthar Ousmane Mey pioneer Board Chair of the National School of Local Administration, just like that appointing members of the Board of Directors of NASLA, indicated that they are entitled to the posts for a three-year term of office, renewable once.
Born on November 04, 1960 in the Logone-et-Chari Division of the Far North Region, Mr Mouthar Ousmane Mey was former Secretary General of the Ministry of Social Affairs from 2010 to 2012. He holds a Bachelor’s degree in Public Law obtained from the University of Yaoundé in 1987. Mouhtar Ousmane Mey then entered the National School of Administration and Magistracy (ENAM) and obtained his Diploma in 1990. The latest appointments come months following the appointment last March 25, 2020 by the Head of State, of Mr Tanyitiku Enoh Achuo Bayee, as the pioneer Director General of Local Administration. The March 2, 2020 presidential decree says the Board of Directors shall have the powers to define and direct the policy of NASLA and evaluate its management within the scope of its corporate purpose. According to the decree, NASLA is governed by two bodies: The Board of Directors, and the Directorate General.
