FOR THE SUPPLY OF TWO (02) VEHICLES

PICK-UP 4X4 DOUBLE CABIN FOR THE BENEFIT OF MINEPAT IN THE FRAMEWORK OF THE DRAWING UP OF THE TERRITORIAL PLANNING AND SUSTAINABLE DEVELOPMENT PLAN OF THE NORTH REGION

 

 

FINANCING: BASKET FUND, FOREST ENVIRONMENT SECTOR PROGRAMME

1. Purpose of the Invitation to Tender

 

As part of the drawing up of the Territorial Planning and Sustainable Development Plan of the North Region, the Minister of the Economy, Planning and Regional Development launches an Open National Call for Tender for the supply of rolling stock.

 

2. Consistency of the services

 

The services that are the subject of this invitation to tender include the supply in a single lot of two (02) 4x4 double cabin pick-up vehicles.

 

3. Delivery time

 

The maximum period provided by the Contracting Authority for the delivery of the vehicles subject to this invitation to tender is forty-five (45) days.

 

4. Estimated cost

 

The estimated cost of the operation is fifty nine million six hundred twenty five thousand (59,625,000) FCFA all taxes included.

 

5. Participation and origin

 

Participation in this invitation to tender is open to all car dealers located in Cameroon and fulfilling the conditions of access to public procurement.

 

6. Financing

 

The services covered by this call for tenders are financed by the Basket Fund for the Forest and Environment Sector Programme (FC-PSFE), fiscal year 2020 under budget allocation 6.1.1.1.4

 

7. Consultation of the Tender Documents

 

The Tender File can be consulted during working hours at the Ministry of Economy, Planning and Regional Development, Department of General Affairs, Public Contract Service, located on the ground floor of ‘Immeuble Rose-MINEPAT’ building, door 005.

 

8. Acquisition of the Tender Documents

 

The file can be obtained from the Ministry of Economy, Planning and Regional Development, Department of General Affairs, Public Contracts Services, located on the ground floor of ‘Immeuble Rose-MINEPAT’, door 005, upon publication of this notice, against payment of a non-refundable sum of seventy-five thousand (75,000) CFA francs, payable to the Public Treasury.

 

9. Submission of Tenders

 

Each offer written in English or French, in seven (07) copies, including one (01) original and six (06) copies, marked as such, must reach the Ministry of Economy, Planning and Development located on the ground floor of ‘Immeuble Rose-MINEPAT’, door 005, no later than 30 SEPT 2020 at 1 p.m. prompt and must bear the following mention:

10. Provisional Caution

 

Each tenderer must attach to his administrative documents, a bid bond established by a first-rate bank approved by the Ministry of Finance and whose list appears in Document 12 of the Invitation to Tender document in the amount of one million (1,000,000 ) CFA francs.

 

These deposits must be valid for one hundred and twenty (120) days beyond the deadline set for the submission of tenders.

 

11. Admissibility of tenders

 

Under penalty of rejection, the documents in the administrative file required must be produced in originals or certified copies by the issuing service or a competent administrative authority, in accordance with the provisions of the Supplementary Regulations for the Invitation to Tender. They must be less than three (03) months old or have been established after the date of signature of the notice of invitation to tender and be valid.

 

Any incomplete offer in accordance with the prescriptions of the Tender File will be declared inadmissible. In particular, the absence of the bid bond issued by a first-rate bank approved by the Ministry of Finance or the non-compliance with the models of the documents in the Tender Documents, will result in the outright rejection of the offer without any recourse.

 

12. Opening of bids

 

The opening of administrative documents and technical offers will take place on 30 SEPT 2020 at 2 p.m. prompt in the meeting room of the Coordination of the Basket Fund of the Forest-Environment Sector Programme, located on the 2nd floor of the building housing the services of the Regional Delegation for the Centre of the Ministry of Forests and Wildlife in Yaounde, in the presence of the tenderers, by the Special Commission for Procurement under the Basket Fund of the Forest-Environment Sector Programme.

 

Only tenderers may attend this opening session or be represented by a duly authorized person of their choice.

 

13. Evaluation criteria

 

13.1 Elimination criteria

 

  • the absence of the bid bond;
  • the absence or the non-compliance of one of the administrative documents required in the tender documents (DAO) after the delay of 48h;
  • false declarations or falsified documents;
  • non-compliance with the major technical specifications of the supply, notably:displacement, wheelbase, turning radius and ground clearance;
  • The score (technical characteristics of the vehicles) below 80%;
  • The score (essential criteria) below 80%;
  • The absence of a prospectus accompanied by the manufacturer's technical sheets.

 

13.2. Essential criteria

  • Description of the after-sales service;
  • The availability of spare parts;
  • The qualification and experience of technical personnel;
  • Similar references in the past three (03) years;
  • The guarantee.

 

14. ATTRIBUTION

 

The Contracting Authority will award the contract to the tenderer whose offer has been recognized as substantially complying with the Tender Documents, who has the technical and financial capacity required to perform the contract satisfactorily and whose offer has been evaluated as the lowest bid including, where applicable, the discounts and rebates offered.

 

15. Period of validity of tenders

 

Bidders remain bound by their offers for ninety (90) days from the deadline set for the submission of offers.
