3 more Anglophone youths jailed 15 years for terrorism.
Even before the outbreak of the Anglophone crisis, many Anglophone youths had had terrorism charges brought against them. A case in point was the quarto:Numvi Walters, Che Clovis, Tabukum Andrew and Kongnso Stephen. The first three were arrested sometime on 7th May 2015 for allegedly manufacturing bombs to blow up government structures including grand stands in Bamenda, Buea, Kumba, Limbe and other localities to frustrate celebrations of national day, while Kongso was arrested in his Kumbo residence as a suspect on Saturday 9th May 2015.
The Bamenda Military Tribunal on 12/07/2019 handed down judgment in Suit No 020/RP/15... between The People Vs Numvi Walters, Che Clovis, Tabukum Andrew and Kongnso Stephen. The Accused Persons herein were charged with terrorism, Secession, Revolution and other offences which all carry sentences from 10yrs upwards otherwise known as felonies. Numvi Walters and Che Clovis were sentenced to serve 15 years imprisonment terms each and then pay fines of 300000frs and 200000frs CFA respectively. Kongnso Stephen's charge was reclassified to Failure to inform public authorities of the impending danger and sentenced to 4 years imprisonment with Fine of 100000frs CFA ,whilst Tabukum Andrew was discharged and acquitted.
The case which was begun in 2015 by Barr Shufai Blaise Sevidzem Berinyuy and Barr Harmony Bobga was finally completed by a college of lawyers led by Barr Awah Joseph Fru .
The College of Magistrates handling the case were: President, Colonel Magistrate Kengne; Vice Presidents, Justice Ignatius Che Ajuyoh and Justice Ngulle Anita Dione. Magistrate Ngwanmesia was Magistrate for Government.
An illegality decried in the case was the fact that the boys were arrested, incarcerated and criminal investigations carried out by the Judicial Police department in Bamenda on the basis or enabling authority of an administrative order instead of the order of a magistrate as required by law all over the world. It was the governor of the North West region who signed a 15-day renewable Administrative Order which he renewed twice to enable officers of Judicial Police carry out their investigations.
