Buea Central Prison July 23 incident: Normalcy returns.
Below is a press release signed by the Minister of Communication, giving official details of the situation.
On July 23, 2019, persons held in remand, within the context of the security crisis perpetrated in the North-West and South West regions, carried out a protest action within the Central Prison of Buea, the South West Regional Chief town.
After barricading the main entrance to the prison, they began to ransack and burn down its various facilities.
To address this situation which has hints of insurgency, the prison officials and the competent administrative authorities quickly mobilized themselves to appeal for calm.
Faced with the refusal to dialogue and owing to the particularly violent obstinacy of the protesting detainees, the Forces of Law and Order were deployed, in order to restore peace, order and discipline. The overall assessment of this mutiny which has not recorded any loss in human life, states as follows:
- Two injured elements of the security forces;
- Forty-three injured prisoners among the insurgents, twenty of whom were immediately taken care of by the infirmary of the Buea Central Prison;
- Another detainee, who, due to his condition, was rushed to a hospital in the city of Buea for appropriate care.
It should moreover be noted that the prison’s library, the Office of the head of the discipline service, the food store, and basic food stocks were set on fire.
In their operations to secure the site, the forces of law and order carried out routine investigations. Twenty insurgents, identified as leaders, were placed at the disposal of the judicial police of the South West Region for questioning.
Calm has returned to the Buea Central Prison. In the face of this regrettable incident, the Government expresses its profound disapproval and strongly condemns these inadmissible acts, perpetrated by detainees awaiting trial, at a time when the investigation of their respective files is following its course before competent courts. Moreover, the Government hereby reiterates its resolve to continue to work to accelerate these procedures, in accordance with the relevant legal provisions.
