52/560 PIB Projects for NW realised at first quarter.

Within the framework of government’s crafted developmental plan through supervision of state-awarded contracts under the public investment budget (PIB) the North West region’s stakes came under review. Holding at the conference hall of the North West regional delegation of MINEPAT stake holders (mayors, contractors, and heads of other autonomous services) were briefed on the level of execution of public investment projects for the region. The first semester participatory follow-up meeting for regional evaluation amongst many others has as objectives to inform beneficiaries on projects in their areas, collect comments on quality realisation of projects in the North West region, ensure respect of the contract award programme and promote an all inclusive platform in the harnessing of the underscored visions.
Mindful of the afore-mentioned, out of over 562 projects earmarked for the first quarter of the year, just 42 have been executed at the divisional levels with 10 at the regional level. The realities as seen below depicts ( Boyo Division 10, Bui 8, Donga Mantung 3, Menchum 3, Mezam 10, Momo 5, Ngoketunjia 3) giving a 5.76 % regional execution rate.
The regional delegate for MINEPAT NW, Mr Dominic Yenai Assah, attributed the low execution rate to the prevailing insecurity that has and continues to rock the North West region with the contractors and follow-up engineers faced with difficulties to access the fields; the transitional mechanism of the award of contracts by the competent regional authorities (SDO, Governor) which over time is always slow and far behind envisaged project execution period; slow payment of contractors’ bills and non accompaniment of contractors to the fields by commercial actors whose proof of financial competence to contractors is never backed by the availability of funds .
As per provisions projects below 5 million were expected to be completed before April 30th with Ngoketunjia Division being the lone drift getter. The division equally ticks a 100% execution rate. Ndop mayor, Mbombo Abel, says the inclusion of other auxiliaries of administration in the local participatory approach partially accounts for the positive trend. Electrical power outage in some divisions was also blamed. It was regretted that some mayors had not executed council road projects as earmarked.
It should be noted a total of 19 projects are to be awarded in the days ahead with 14 launched and 11 yet to be awarded. Sitting in as president of the supervisory board, Mrs Gisele Berinyuy Ntam underscored the need for the actors principally Mayors to actively indulge in the execution of their respective plans by emulating the glaring examples of their predecessors. She further underscored that the PIB is for the local population and there is need to drum up an accurate approach to ensure its execution.
