Cameroon, Chad seek best practices on public finance policies.

By Sandra Fomuso.

Cameroon and Chad have held talks on issues related to public finance policy and how to best manage this practice in both countries.

The exchange that was chaired by Hon. Joshua Osih was an opportunity for both countries to share their expertise and equally learn from the experiences that both countries undergo in matters of finance.

Speaking at the Yaounde National Assembly Tuesday August 13, the president of the Finance, Budget and Public Accounts Committee, Adeli Edji Tarsoui, acclaimed that the discussions have been so far fruitful given the experiences  gathered from the exchange. The Chadian boss affirmed that, the dialogue centred on the different missions of the commission and the necessity to fetch best practices from other countries that can boost the public policy system of the CEMAC African sub region.

According to Joshua Osih, it is important to learn from other experiences and it has been a tradition in parliament and the world over to go in search of ideas and expertise elsewhere. “We learnt a lot from our Chadian counterparts today and I am sure they learnt a lot from us as well. CEMAC has six directives in matters of public finance and so all the member countries are supposed to transpose those directives into their legislative instruments. It is therefore important for each of us to understand how they did it in Chad and for the Chadians to understand how we did it in Cameroon and to use their experiences to try to make things better here and probably try to use our own experiences to make things better in Chad,” he said.

Joshua Osih affirmed that both Cameroon and Chad have exactly the same backbone in the legislative dispositions and so it is important that both countries work more or less on the same level. “The backbone of our legislative institution is based on the six decisions from which each and every country now develops its own laws and its own executive orders to respect these decisions. The way we handle our public fincance has to converge at a certain point reason why it is important for us to meet. We had our very first budgetary orientation debate in Cameroon this year in July and they haven’t had one yet so they were very eager to know how it went. We learnt as well from them other dispositions in Chad that we haven’t put in place in Cameroon yet,” he told the media.
