Cameroon embraces individual payment transfer of civil servants’ salaries.

The block transfer of civil servants’ salaries by the state treasury to banking institutions has been abandoned in favour of a system of individualised transfer of payments recommended by CEMAC since 2007.

A convention to kickstart this switch  with effect from this month was signed last Wednesday between the Ministry of Finance (MINFI) and 15 banking institutions in Yaounde.

Yaouba Abdoulaye, minister delegate at MINFI, chaired the event.

Speaking at the occasion, he said the measure was a continuation of the reform of cleaning the state payroll and tracking down cases of double salary earners. The operation dubbed COPPE launched last year led to the reduction of the size of the civil service from over 410000 to 388000, permitting the state to save a lot of money, Moh Sylvester Tangongho, DG for Treasury, Financial and Monetary Cooperation (DGTFMC), explained to journalists.

“We used to pay salaries of civil servants and pensions globally, but now our transfers are going specifically to the beneficiaries. So that permits us to eliminate any fake matricule numbers and so on. I just indicated that out of 410000 matricules we just validated 388000…”, he said.

The Treasury DG said the innovation would enable them treat rejects within 72 hours and the return of idle funds in the banks due to inability to credit the accounts will be done in record time. He said there would be careful follow-up from the accounting department to the banks.
