“We will have one transfer for one service number” - Basahag Achile Nestor, Director of Public Accounting, Ministry of Finance.

The new system is called SYSTAC. It will permit the Ministry of Finance to be in line with the regulations of the central bank – BEAC. Since 2007, we should have been using this system. This system will permit us control all civil servants and make us able to see who among them is in conformity with the law. It will also help us manage state revenue.

We learned the system will be very effective to enable you fish out those multiple service numbers. How is that possible?

With the new system, we will have one transfer for one service number. Today, it is not possible for us to control it because we have one transfer for many civil servants who have accounts in the banks. We are sure that with this new measure taken, and the controls that have been put in place, it will not be possible for a civil servant to have two salaries.

How will the system work once it is time for salaries to be paid?

The process is simple; at the end of the month, the Ministry of finance will transfer to the accounts of every civil servant their salary. Today this is not the case. We have only one transfer for many salaries in the bank. For example, if we have 100 civil servants in a particular bank, at the end of the month, usually on the 24th, we do just one transfer to the many people in that bank. At first our technical equipment did not permit us to do individual transfers, but today we have the technical equipment which will permit us do individual transfers in to the accounts of civil servants.

Can you explain how this system is going to resolve the time problem?

Now we have many problems when we transfer salaries at the end of the month. Generally, when we transfer salaries, civil servants using banks have their money one day after. Those using microfinances have theirs three to five days after. With this system, we will not have those kinds of problems because civil servants using banks will have their accounts credited on the same day we do transfers, and those using microfinances will have their accounts credited one day after.

What happens in the case of rejects?

We have taken that into consideration. With rejects, we will have only three days to resolve, compared to today when rejects take about three weeks to be resolved.

How safe is this system and when will it go operational?

The system is very safe thanks to the measures that have been taken by authorities not only in the Ministry of Finance but also at the central bank which is managing at the level of the sub-region. We have computers and software which will enable us safely carry out this operation without any risk. The system will go into use during the payment of next salaries which is the end of this month.
