The history of secretaries-general at the presidency lording it over successive Prime ministers in Cameroon is not yet over. Cameroonians who thought Joseph Dion Ngute was at last getting back the power his predecessors lost to powerful Biya scribes are in for a long wait.
In what was seen as telling Dion Ngute that he was the actual person in control of power, Ferdinand Ngoh Ngoh has ordered the suspension of any proposals for appointment of GMs and board chairs of state corporations as demanded by the PM.
Dion Ngute, through Seraphin Fouda, Secretary General at the PM’s Office, had addressed a correspondence inviting the heads of state companies to make the proposals so that those who had stayed beyond the 9-year limit imposed by a recent presidential decree should quit, yielding place to new leadership.
The PM’s decision was informed by his determination to apply the new decree and rid state corporations of managers who have turned them into milking cows.
Sensing that this move might deprive him of power and fat envelopes, Ngoh Ngoh engaged into a war with the PM.
Insiders say Ngoh Ngoh’s decision to call the PM to order is motivated by the fact that he intends to replace 23 DGs, 14 PCAs (board chairs) and 11 DGAs (deputy GMs) who have served for more than nine years.
The decision by Ngoh Ngoh was denounced by the press. For Mutations, Biya had confirmed that "The State is me". For its part,Le Messager cried out: “Ngoh Ngoh étale l’inertie de Paul Biya” (Ngoh Ngoh exposes Biya’s inertia.
Other observers even think that by not acting, Biya is not aware that his power has been confiscated by his Secretary General.
