CNPS and the digitisation revolution: GM unrolls ambitious plan to attain zero paper by 2020; says payment of services by mobile money has begun.

The National Social Insurance fund (CNPS) is negotiating the last bend of the digitisation revolution. It envisages putting an end to paperwork in all its offices by 2020, and thus cut cost. In so doing, the customer will take full control of the services offered by the institution. From the comfort of his home, he will be able to use his tablet or phone to access all CNPS services and thus save time.

These reforms were unrolled to the press and partners last Wednesday in Yaounde during an institutional conference by Noel Olivier Alain Mekulu Mvondo Akame, GM of the fund considered as the most innovative manager in Cameroon.

Speaking in impeccable English, Mekulu Mvondo Akame traced the efforts made by the institution since 2008 to inculcate the digital technology into its DNA up to the adoption of the 2018-2022 strategic plan whose objective is to achieve the rate of less than 10 percent of clients moving to CNPS offices for services.

The CNPS GM used statistics to show how the CNPS under his management has witnessed an upward trend in its number of insured and its turnover, making the fund the most results-oriented corporation capable of paying for its services over the next 30 years!

He called on users to take control of all CNPS services without having to come to their offices.

Simplified Services:

The CNPS GM announced that the number of documents to submit in order to be eligible for social benefits has been reduced from 12 to 3. Pension, he said, could be had in one hour with your rights henceforth transferred directly to your mobile money account. Treatment of files and payment of dues are instantaneous, so to speak.

The strides made in digitisation, he said, had been obtained through hard work. The rate of digital technology at CNPS, he announced, had moved from 15 percent in 2007 to 87 percent in 2018. If everything moves on smoothly, the institution would attain 100 percent digitisation by 2020, he said.

Concerning pre-immatriculation of employers, Mekulu announced that henceforth there would be no physical deposit. Since June 2019, he said, it has been possible to pay social contributions through mobile money. From August 2019, he said, it would be possible to download receipt and file in the system or edit and print. Likewise, the clearance certificate, known for short as APS, can henceforth be requested and obtained online after payment. The process of payment of these services online was demonstrated by the four partners chosen for the operation –MTN Mobile Money, Orange Mobile Money, EU Mobile money and DOHONE SA. The process of issuance of online receipts was also demonstrated.

Success by CNPS in its digitisation drive was explained by the fact that it since achieved complete autonomy. Mekulu said it was now possible for workers to consult their accounts online to know if their employer had paid their social contributions.

In spite of all these innovations, the ambitious CNPS GM thinks the expectations of the user have not yet been met. His next ambition is to attain the realm of Artificial Intelligence by 2022 whereby there is facial recognition of the insured and there is personalisation of products as obtains in the US.

Figures cited to show the growth of the CNPS are telling. From a balance sheet of 206 billion in 2007, it moved to 64.2 billion in 2018. The reserves of the company moved from 13 billion in 2007 to 228 billion in 2018, showing an exponential growth of 1653.8 percent. From the 49 billion recovered in 2007, it moved to 187 billion in 2018, showing an increase of 281.6 percent.

Based on these figures, Mekulu boasted that the CNPS would have no problem paying for its services in the next 30 years!
