Public contracts award: Operation effectively goes online.
Two years after the online innovation was introduced, not even a single contractor has taken advantage of the service. It is against this backdrop that the National Syndicate of Contractors and Service Providers of Public Contracts organized a three-day training to drill contractors and service providers on using the Cameroon Online eProcurement, COLEPS, the web based application software.
The dematerialization procedure is a cherished technological advancement set to reduce paper work and personal contacts in the award of public contracts. The software covers all the procedures involved in the award process; from the publication of notice of expression of interest, to the award of projects. The tool seeks to build a brighter socio economic climate, characterized by transparency, equity and celerity by dematerializing the award and follow-up procedure.
Key presentations on the subject were made on Tuesday, September 24, 2019, while on 25 and 26 September participants took the practicum.
Opening the workshop on Tuesday 24 September, the Head of Information System, Aye’e Afetane Jacques who represented his boss, the Minister Delegate at the Presidency in Charge of Public Contracts, said the training is of utmost importance since the stakeholders badly need the new skills. “Suppliers are one of the key stakeholders of the procurement system, so they have to learn and master this new system. With the commitment of all partners, and the full participation of everyone, the procurement of public contracts should exclusively go online by 2023,” the Minister’s representation emphasized.
For his part, the President of the National Syndicate of Contractors and Service Providers of Public Contracts, Pierre Dinogue, said if well implemented, the innovation would curb corruption and favouritism. Youssoufa Pantami, a contractor who participated at the training hopes the innovation will make things easier. He says the move will permit him submit tenders from where ever he is without having to travel. “You know we are people who are always travelling. So this will help make our schedules quite flexible. This is the major advantage of this invention,” Mr. Pantami added. The online platform is an outcome of the bilateral cooperation between the Republics of Korea and Cameroon, through the Korean International Cooperation Agency.
Contracting authorities, project owners, suppliers, the tenders board and other stakeholders now have a forum, from where a simple click, will give them access to all what they need.
