“The process is long, but necessary”
Professor Saibou Issa, President of the Disarmament, Demobilisation and Reinsertion of Ex-combatants.
“I think that we are working in a very friendly manner with people from the various divisions of the North West, South West and Far North regions and other parts of Cameroon. The discussions are open, people giving their points of view, how they feel about the future and what are their contributions to both disarmament and demobilization as well as for reintegration. Ex-associates to armed groups in the two English-speaking regions are present and are participating in discussions. They speak openly, giving out what they have in mind as they have moved from grievances to expectations. Therefore, it means they are looking towards the future. They are expecting solutions; they are not claiming anything since they understand that there are provisions to take care of their rehabilitation and later on their reinsertion. It is necessary to inform them that DDR is a process beginning with a mental disengagement from the ideologist and then civic education, training and so on so that at the end of the process, they are able to be reinserted socio-economically and later on integrated in their various communities. It can be perceived as a long process but it is necessary so that long lasting results are obtained, instead of hurrying up in what can be considered as solutions that are not lasting.”
