Peace will be back and our country with more means given to councils in NW and SW – Abdoulaye Babale, PCA of University of Maroua.
We had three major points: Are we going to go back to federalism; keep a united state with decentralization or give with more powers to the local authorities. The third point was the overriding argument adopted in commission number 8 to which I belonged. That resolution provided for the giving of more powers and financial means to the local authorities and curtailing control of the administrative authorities like DOs and SDOs over councils.
Concerning the putting in place of regional presidents and regional governors, we think there will be no conflict because the regional government has the overall power, whereas the president of the regional council has his own powers limited by the powers given to the decentralized authorities. Therefore we hope that with this new dispensation whereby means are given to the councils of the North West and South West, we have no doubt that progressively, peace will be back and our country will move back to development as before.
